Yes, the edge of the glans does have a name, the corona or corona glandis (translated "crown of the glans." If the pain your friend feels from oral sex is due to hypersensitivity, it probably can be cured by keeping the glans fully exposed, with the foreskin retracted behind it, for 2-3 days. The exposure to free air should make the tissue covering the glans somewhat less sensitive to touching and oral contact, but still sensitive enough to be a source of pleasure to its owner. If after a couple of days in the retracted position the foreskin doesn't "want" to return to covering the glans, it can be gently pulled forward & taped in shape, in front of the glans, for a couple of days; by this time it should be settled back in place & in a condition to be retracted at will. It looks as if you're quite close to working out the problem with just a little more stretching and exposure to the open air. Good luck! Bob.
