BXO is pretty easy to spot because the skin gets a whiteish or ivory color to it, so I wouldn't think that a decent doctor would just "toss" it off like that. You didn't mention anything else about your brother, i.e. his age, whether he'd always been tight, if he could ever retract, etc.

Now what we want to know is what exactly is BXO? What causes it? Can it be treated without circumcision, with a cream for example? Please help!
