I agree that it sounds like balanitis. However, avoid soap of any kind. Try sorbolene and glycerine cream or Cetaphil cleanser. And do make sure you are *thoroughly* dry before replacing the foreskin (keep the foreskin retracted for 5 mins or so after getting out of the shower). An emollient cream such as E45 can also be helpful.
