The simple answer to your question is this. If you think there might be a situation where you can get aroused and reach erection for sex -before- you can get your foreskin retracted, then -yes- it is too tight. If you have to stretch it forward and cannot skin it back to stimulate the head during masturbation or to receive oral sex, then -yes- it is too tight. Without question, you will be denied all of your options for full sexual sensation and pleasure. Be worried. Be very worried.
