retracting penis

My son was circumcised shortly after birth, although I don't believe that the circumcission has anything to do with the issue, which is: his penis retracts to the point of dissappearing. He gets erections, but otherwise his penis pulls back into his body. He is overweight, but otherwise normal. Please give me your opinion. Thanks.
