funny place for a skin bridge, are you sure this isnt a frenulum breve - is it a sheet of skin or a string?

prices depend on which country you live - if its a skin bridge they dont bleed and a local GP could do it,
if its a frenulum you need swabs etc, during the op and then probably a surgeon is the best answer.
