Hi, Robin is right that you have a frenulum breve which is continually tearing and healing. This means that the skin which attaches the gland to the foreskin is shorter than it should be. Do you find when you retract your foreskin that it naturally wants to return to the forward position? Unfortunately there is only one form of treatment for frenulum breve and that is a surgical procedure called frenuloplasty which attaches the frenulum to the shaft of the penis. I suggest you contact your doctor about your condition because obviously continual bleeding is not advisable especially underneath the foreskin where you can probably not get to clean properly, infection may develop around the wound. You may like to consider keeping your foreskin as forward as you can when masturbating so as to reduce the pressure applied to the frenulum and reduce the risk of a tear, although it is inevitable that during intercourse the foreskin will be forced backwards resulting in a tear. Please be advised that the frenuloplasty operation is simple, quick and effective and is something you should consider without delay. BUT be warned that some GP's will try to offer you circumcision as the appropriate treatment, this is not the case and should be avoided, frenuloplasty will be the option recommended by any decent urologist.
