Glad to hear that you are seeing a doctor soon. A frenuloplasty will be your best option. It is normal that a penis which is small when flaccid will increase in size more when erect that a penis which is large when flaccid. I assume that you now know that there is no significance to the size of your penis and your foreskin condition.
