Glans not desensitising

Hi, I am a 29 years old NZ'er and finally went to see a doctor about a lifetime phimosis 6 months ago. This was cured by creams within a couple of weeks.
My problem now is when the glans is exposed it is too painful to touch or do anything with.
I have tried touching it to desensitise it for the last 6 months but it is still just the same, there has been no improvement at all.
I have seen a gp, a dermatologist and a urologist about this, they have all given me all sorts of different creams and pills which do absolutely nothing, none of these medical professionals seem to know what to do about it.
At this point in my life I have basically given up on ever having sex as the pain has been too much on the rare occasion I do get to try.

Can anyone out there help at all?
