problem retracting

hello robin,

iam a 30 year old unmarried adult.
i'd like to describe my situation to you and like to see what comes out of it.

a little bit of history - it was not until when i was 13/12 yrs old i started masturbating.
and one of the times i ripped something and started to bleed.
from then on i changed the style of stroking thinking that it would help preventing a rip.

i was never able to retract my foreskin before the rip or after it,when erect.
when flaccid though i am able to retract it fully- but my penis bulbs a bit when i do it.
like the hour glass thats depicted in the arc article.

i really cannot make out if what i have is phimosis or frenulum breve.

i would really appreciate your advice on this.
like what kind of a doctor should i see?
would circumcision help or can it be avoided?
