yes frenuloplasty will certainly help ... you have read
www.male-initiation.net/frenulum_treatment.html it tells you there
about all the different forms of frenuloplasty ... any will do (except
laser which I have heard complaints about) the simplest and giving
neatest results is tying the frenulum ... its so simple that some men even do this
themselves, but I wouldnt ever recommend self treatment.

yeah keeping the foreskin forward during masturbation is no real solution, you will be a lot happier once you have the full freedom of movement.
