Sex Query about my Phimotic Ring

Hello,
I have recently found out I do have a phimotic ring, I am 16 and it’s been there since I can remember.
It is very painful when my penis is erect and the foreskin is retracted. This makes masturbation very painful and almost impossible.
The ring feels like it is quite thick and I have been trying to stretch it, like suggested, occasionally but it doesn’t feel like it will.
I am ready to have sex with my longtime girlfriend and I have yet to tell her of my problem.
Is sex advised without my foreskin retracted?
Should I just tell my parents and get steroid cream as recommended and leave her waiting even longer.
This has become quite a distressing problem for my help would be very much appreciated.
