But there's the point - the choice is essentially surgical or non-surgical.

If you simply want to get things normally functioning, then you stretch the foreskin, and you stretch the fraenulum - I have pointed you to a serious discussion on doing both of these things, together, so that you achieve full function on all counts.

Surgery really isn't - or shouldn't be if you have adequate information - a "treatment" for the sort of problems you describe, but rather an extension of "body modification" - along with tattoos, piercings and the others.
