phimosis: my story and questions

Thanks for your informative website.

I am 26, and I've always had phimosis. It was a pinhole phimosis until
I was 20, when I decided to do betamethasone. After one month of
applying the cream twice daily, I surprised myself in an urinoir by a
large part of the glans popping out. After some more time on the
cream, I bravely decided to try to retract all the way. It was quite
shocking to see my whole glans at once and, needless to say, it was
*extremely* sensitive. I noticed that pulling underneath was more
productive for retraction.

I was also scared when, after a partial retraction, the skin refolded
in an unusual way, leaving me with less "flap" and making my piss
uncontrollable, and stayed that way for days: I later figured out that
partial retractions cause the skin to fold inwards, and that the only
way to reverse this is by retracting all the way letting my foreskin
unfold to its natural (retracted) position *before* letting it slide
back: if I don't unfold it, it won't "slide back", but "roll back",
leaving me in that unnatural and sometimes uncomfortable (though not
in the least painful) state.

Despite your warning, I performed a self-examination, by performing a
more-than-full retraction and directly pulling-stretched the phimotic
ring skin with my hands.

I did *not* see a white band, although I did notice that the skin of
the phimotic ring was relatively insensitive. I have taken several
pictures that I would not mind sharing.

I am wondering if my phimosis is really the inborn kind. I did have
one episode of balanitis when I was 7, but never before or since.

What could cause this abnormal development? Are male babies born with
phimotic rings? If so, what causes some not to stretch? If not, what
causes it to develop?
