I'm 20 and had the same problem until I was 18. Get yourself a prescription for "betamethasone .05%" creme and apply it once per day to the outside of your foreskin from the opening tip to about mid glans (mid head). In about 8 weeks it'll be totally retractable while erect. If you have any questions at all, feel free to email me.
