Help, please?

I've got the same problem as someone who wrote a few months ago, but he never got a response. When my penis is flaccid, I can pull the skin all the way back, however when erect, only the glanular meatus and some of the glans is exposed. Is this phymosis or a weak case of frenulum breve? And what should I do about it? Any comments would be appreciated.
