You don't apply the steroid creams to the inside of the foreskin. A couple of times a day you put a very, very small amount on the tight place on the OUTSIDE of your foreskin. The key words here are a VERY SMALL and OUTSIDE and only on the tight place. This isn't like putting moisturizer on your hands or body.
