Tearing foreskin

Hi I am 19 and have a problem with a foreskin that is too tight. I am positive that when I was younger (14-15) I was able to fully retract my foreskin. Now if I try it simply won't get very far. I have regular sex and use a condom, so it doesn't really have much of a problem there. Unfortunatly it is getting torn on the inside of my foreskin and that is becomeing very painfuil. I am open to any options except circumcision.
