You didn't say, but it sounds like you stopped retracting your foreskin for a period of time. If that's the case, then the tip of your foreskin wasn't being stretched on a regular basis and as your penis grew your foreskin wasn't required to accomodate the change in size.

You can try some gentle stretching exercises with your fingers, especially after a hot bath, by putting your fingers into the opening on the tip of your foreskin and gentle stretching on a side to side basis. Over a period of time, if your foreskin was able to be pushed back, this should do the trick.

Also, check yourself to see if there are any adhesions between your foreskin and glans (places where you foreskin might be stuck to the head). To do this, without trying to retract, gently pinch the head so that it slips back and forth inside your foreskin and also stretch your foreskin out away from your bodyt as far as possible. If it moves without problem then you can rule that out.

Finally, if you still aren't able to retract, then see your doctor and tell him you want to get a prescription for a steroid cream. He may want to circumcise you but just tell him no, it's your dick and using the cream can't hurt.
