Using topical steroid effectively

I'm 28 and have phimosis. I recently went to the doctor and was prescribed HydroCortisone 1% cream. I've started to apply this, but I have a few questions:

How long before I can expect to see some results? I've been told to apply it sparingly twice a day, so I've been applying morning and night after a shower. During the day though I quite often swim at lunchtime. Should I re-apply after doing this or doesn't it matter? I also worry that I might get some of the cream on the head of my penis, does it matter if this occasionally happens?
