Jordon, not having had a peek at your penis, I don't feel competent to advise you as to whether the cream & stretching is of prospective value or not. You probably will want to try it first since it is the most conservative approach to this problem which you MUST correct if you want to have a normal sex life. In my experience, circumcision done by a competent surgeon (someone who's done it before and knows what he/she is doing) is by no means nasty & puts a full stop to the phimosis issue. After things have healed one can have a full and totally satisfactory sex life. However, circumcision is not the only remedy that works. A less drastic appproach is dorsal slit, making a cut in the foreskin on the top of the penis. Dorsal slit works well when it is done in such a way as to make it possible to uncover the glans fully whenever you want to do so. The slit need not be very long for most guys, in fact I've seen some that were quite tiny and virtually invisible when the penis was flaccid. As with any medical condition, it is very important for you to find a competent practitioner you can trust, who knows what he/she is doing.
