Yes diabetes does lead to phimosis,- I would like to understand why, among the other reasons for atrophy ... I have never been faced with the second question, I`d be interested in the answer, try it and tell us -- you will need to check out http://members.tripod.co.uk/origins/phimosis_treatment.html - and get some general ideas on helpers (betamethasone - is it advisable with diabetes? - ask a doctor)
