Do I have Frenulum Breve?

I'm a virgin and recently got married. I find it painful to have sex with my wife. My foreskin can only retract when the penis is flaccid and even then only on the upper side of the penis. The upper foreskin can be retracted easily past the entire glans. However, I am unable to pull the foreskin back at all on the underside of the penis - it looks as if the foreskin is attached to the glans. Is this normal?

I have been masturbating daily since I was 13 and I have never attempted to retract my foreskin (because of pain). I usually masturbate by pulling my foreskin forwards instead of backwards. I've been reading websites and I just found out that there is a condition with symptoms similar to mine (Frenulum Breve). So do I have it? Is surgery the only cure?
