Sounds very much like frenulum breve -- NOT phimosis - pulling the foreskin forward was what I did for many a year --- not really very good practice for relationships -
If you read my frenulum_treatment.html you`ll find an operation is far better than enduring any more difficulty, -- I recently wonder if Betamethasone might cure or at least ease frenulum breve, but this would be experimental and the operation is so easy that it is advisable - go back to my pages ah yes on the new site
