Having sex with phimosis is a bit like feeling with your gloves on - and yes this can slow down sexual response etc., - some of my girl friends were very happy with my 3 hour erections - others were unhappy with the penetration problems - every mans phimosis is different, there is not just one condition - so I havent a clue what effect yours would have, also if the woman is lubricated or has had kids, so the vagina is widened .... etc. etc.

so, I`m not going to answer the condom question, particularly since betamethasone has been discovered as a conservative cure, no-one with congenital phimosis should have any cause for concern - get it treated
