I had exactly the same problem. I resolved it by stretching my foreskin a couple of times a day for about 10 mins. After a few weeks I was able to retract my foreskin all the way although it was still a bit tight. The remaining tightness went away because I was having regular sex but continuing with the stretching would probably fix the problem.
