The reason for your fear is understandable. He went through two -half- cures before, neither of which solved the problem. I assume the surgery he is going for now is the -real- thing, a full circumcision. More than likely, all his troubles and your fears will be over at last. Too bad it wasn't done right to begin with. Could have saved him 18 years of pain and misery. Please come back with a post-op report. We all look forward to the cheers.
