frenuloplasty not completed?

Sorry to bother you with yet another of these frenulopasty threads, but as you can imagine, this is rather important to me. I recently had an operation to remove a FRENULUM BREVE that ran from underneath the meatus to the foreskin. Neither intercourse nor masturbation was overly problematic (although I had to be rather careful) and my concern was with yeast infections and girlfriends who were over-vigorous. Enough of the background.

The problem now is that although the frenulum breve has been separated, there appears to be another at the base of the glans that prevents foreskin retraction past the glans. Indeed it is so short as to be non-existent. Furthermore, the foreskin is still extremely tight and will not retract without a considerable degree of pain when the penis is erect.

My first question is why weren't either of these problems resolved in the original operation? Mistake perhaps. Secondly, is it worth getting the problem resolved further and what can be done given that the frenulum is now so short and right at the base of the glans. Any ideas of what to do next? I rather assume that I ought to return to my GP, but with a 1yr NHS (UK) waiting list last time, I'm rather hesitant.
