You describe frenulum breve --- it`ll probably start hurting during intercourse -- so you`ve got a few years before you have to start worrying --- keep a calm head, take time understanding the situation, very beautiful animation on the other site .. I`m afraid I`m no technical genius otherwise I`d draw you a picture of the foreskin retracting fully ... if you look at other pictures on theors and other sites, you`ll see zthe foreskin retracting far further tzhan in their animation.
