If the foreskin is stuck near the tip of the penis and thus you
can't see the whole of the "corona" (the rim around the back of
the glans) then you have an adhesion.For adults, these are usually separated as an office procedure
using a local anaesthetic, likely a cream (as against injection).
Most often, they only require pulling apart, not cutting. In fact,
given a bit of dare, you might be able to do this yourself, using
a mild antiseptic such as Zinc & Castor Oil cream afterward to
help it heal and prevent (essential!) re-adherence.
