I'm sure it is, the ease of which is envied by many who were
circumcised without their consent. It sounds as if you have not at
this point experienced vaginal intercourse. Some people are it seems,
under the misapprehension that if you cannot retract your foreskin,
you cannot enjoy vaginal intercourse (i.e., come) but all that has
been reported to me personally is that those who cannot retract at all
do so with no problems, and I can only anticipate that if you were to
have intercourse with foreskin forward, you would likewise enjoy it
fine.

I am however equally sure and repeat that if you were to have a
well-lubricated partner, you would find that having entered her (with
foreskin forward - it may either retract in the process or be
retracted after entry), you could proceed with equal comfort. That you
might have to be gentle and measured, and might become uncomfortable
if she were to stop lubricating, is in reality no disadvantage at all
as women infrequently appreciate being treated too vigorously, or
persisting if they become dry.

With a "personal" lubricant (water-based) applied?

Possibly the (in)famous "smegma" in deposits. Or another
manifestation of skin build-up. As you say, it does not itch or hurt
at all, and as such there's no panic to remove it.

As previous, I doubt it. I maintain that to acclimatise it,
*frequent* retraction, including masturbation where the action
uncovers and recovers it, will progressively improve retractability
and accustom it to more definite touch. Just like a woman!
