sorry an answer took so long - here goes.

It all sounds like frenulum breve to me. - You are describing very typical symptoms - sounds like you know whats going on but your GP doesnt - hummm the NHS!??# yes if you`ve got money then someplace private might be simplest - you could maybe try your local hospital, but an appointment with the urologist will take a year ... move home which allows you a new GP ... what else can I suggest ... you need a new doctor. - I would guess about 90% will respond with advice to a frenuloplasty.

I feel you have a right to demand treatment, but demanding treatment might not be very successful on the NHS .. its crazy that a doctor will refuse this
