Balanitis/ foreskin snugness

I suspect you are asking a bit much here; to engineer more elasticity
into your foreskin so that it still stretches to pass freely over an
erect glans, but "snaps" (toggles) forward and back, is a big ask.

Perhaps you might elucidate more carefully your expectation? Is it
that you want it to have a defined tubular acroposthion (the bit that
extends beyond the penis tip) and smooth coverage of the glans (head)
when not erect? Or what do you want it to do that it does not already?

Either way, there seems no obvious way to change it without surgery,
and that would sound a bit excessive.

As to balanitis - I suspect a tube of "Canesten" or "Daktarin" from
your pharmacist will last a long time, with a dab put on a few times
a day at any sign of irritation which should abort that problem.
