Frenulum - breve or too much?

I am 39, uncircumcised, happily married for 15 years. However, I have a problem.

I can retract the top part of my foreskin well beyond the glans, perhaps upto half the length of the penile shaft. However, the foreskin will retract much less on the bottom side. Further, when I retract on the top side, the glans is pulled down so that meatus is almost (not quite fully) perpendicular to the shaft. There is connecting tissue starting from the frenar band (where the inner and outer foreskin join) at the bottom side, going right up to just next to the middle of the urethral opening (in fact, the lowest part of the urethral opening seems to be in this tissue, as opposed to the surface of the glans per se).

Is this is a case of frenulum breve (because I cannot retract the foreskin at the bottom and the glans bends down when I retract the foreskin), or too much frenulum (since it is going right up to the meatus, and starts right at the point where the inner and outer foreskin join)? As an aside, I think this also is the cause for premature ejaculation, which I only have with vaginal intercourse but not with oral or manual stimulation.

What is the best solution to the problem? Thanks in advance.
