On what basis? What would make it different to all the other skin in
the body, and the foreskin in particular?

Male version of the hymen, yes. If you exceed its breaking strain.
But persistent stretching should be just as effective as anywhere
else, just somewhat slow and a bit more labour-intensive than foreskin
restoration as it is difficult to get a grip upon.

Why? Surely the end justifies the means?

Some confusion here. Stretching is stretching, ripping is unnecessary
(albeit as per the "male hymen" observation, an option I suppose).
