tight ring around foreskin

I've been using betamethasone to cure my phimosis and it's been going really well. I couldn't used to retract *at all* even while soft, but can now retract almost entirely over the glans when hard.

I say almost entirely because I'm not quit there yet, so I need help. Most of the foreskin has become really loose and easy to retract, but a little bit in from the end there's like a ring of tightness (sounds like a Get Smart torture device don't it: the *RING OF TIGHTNESS* :). This ring is limiting how easily I retract. Is it normal to see this when curing phimosis, and will it eventually go away?
