One has to ask: "Why does one get a tight foreskin?", and the logical
answer is that there is some problem, presumably an infection, actually
causing it. The most common infection in this region is as affects
women, "Thrush" or Candida, and Canesten (or Daktarin) is the
appropriate treatment for this.

Canesten HC is primarily an anti-fungal treatment in which the
Hydrocortisone settles the inflammation part of the problem. It has
minimal effect in actually facilitating skin stretching as does
betamethasone. What this does demonstrate then is that the root
problem is chronic Candida infection.

The message is that these foreskin problems are not just random
developmental errors. There is a reason to things.
