ripped skin and erection is not the same

i'm 22 and have seen several internet sites which discuss prevention of the ripping of the skin on the underside of the penis, but mine has ripped and i can get an erection but its has reduced in size and doesent stand up properly. this happened a few months ago and i want to know if it will ever be possible to get it back to normal?
