This sounds fascinating. The part on the underside is called the fraenulum,
and may tear with first intercourse just as a woman's hymen may tear, with
a bit of bleeding into the bargain.

I am however fascinated by sites discussion prevention of ripping, and what
they propose to prevent it. Care to specify?

There is nothing about the fraenulum essential to erection, or full
function of the penis, so I cannot see a connection here except that it may
have been a little painful and you might be expecting the pain again if
you now get an erection - that can inhibit you from getting the full erection.

Presuming the spot that tore is no longer painful, once you get used to
it not being tender, you should certainly get full erections.

If in fact it is still sore, that will definitely be the problem, and you
might need to see a doctor, although if the skin is entirely healed, it
would probably respond to persistent massage/ manipulation/ stretching as
a separate activity to sex.
