This does seem to be a complaint for some people so equipped. I must ask
however, whether you have always had this problem during sex, or seen it as
a problem, or whether it was not so much of a problem when you first had sex,
but you are now getting less excited about it and wanting more stimulation?

Surgery does seem the obvious and permanent way, but I'm sure it isn't
necessary. If you did go for it however, you would need somehow to find a
doctor you could trust, as you go on to say. A limited circumcision would be
practical, but the truly elegant procedure is the "basal" circumcision in which
the cuff of skin is removed from the base of the penis, thus pulling all the
rest back from there. What is really spiffy about this is that you do not lose
any foreskin, which is probably the more sensitive part that you want to keep,
but instead lose hair-bearing skin which quite frankly, many if not most men
find a bit of a nuisance (gets tangled, some even shave for this reason!).

That can be a bit of a worry! It certainly does happen.

OK, let's get serious about non-surgical options (pretty obviously, surgical
release of the fraenulum, which is the "tie" that does this, is a standard
procedure and common subject on this forum). The fraenulum is apparently
intended to do this - sort of - at least its job is to pull the foreskin
automatically forward after being retracted, such as during thrusting in
intercourse. Obviously, in your case, it is too effective, and that may well be
much of the trouble.

The standard (non-surgical) approach is to make a point of stretching it as often
and persistently as possible. Basically, you grab the glans (penis head) between
two fingers of one hand to resist the effect of pulling the foreskin back with
the other, and pull on the fraenulum for a while to the point of mild discomfort.
Possibility - you tear it. No sweat, this happens sometimes to guys having sex
and quite often to girls the first time they have sex (hymen). Hold a tissue on it
for some minutes, it will later heal and should be permanently stretched or
parted just as if a doctor did it!

Further suggestions/ procedures for encouraging the foreskin to stay back:
Pull it back often. Every time you pee (do you already?) and see if it will stay
back if you don't pull it forward again. Doesn't hurt to keep trying (but may
indeed be a bit sensitive). Try taping it back for "Instant Circumcision" ,
perhaps when you're not having sex, and maybe when you are.

But finally, though I would have assumed you'd already done this, if so, why is
it not effective? Now we know that ladies often if not mostly need their clitoris
played with to experience orgasm during intercourse, and to do that, someone
(one might expect, you) needs to reach down and do it. Is that so?

Well, it is no more unreasonable that your partner should do the honours for you
and hold the skin back at the base while you thrust. If this should be seen as an
arduous task, I suggest you have a big attitude problem, because doing such
things should be all the more pleasure for both parties - need I explain further?
