I'm based here in the UK. The first time I went to see my doctor was when I was 15. Because the foreskin would retract while in an unerect state he said there wasn't a problem. Ten years later the probelm remained, so I still couldn't retract my foreskin when erect due to it being tight and having short/tight frenulum. When I went back and told him (now 25), he still said there was no problem and laughed me out of his office.
Obviously I wasn't happy with my doctors response. So I looked online to find private surgeries that practice circ's. Thankfully, I found one and booked an appointment with the consultant. He knew exactly what the problem was by asking a few questions and giving me a quick examination.
One of the benefits of seeing a specialist is that is barely embarrasing at all (at least after the first viewing). These guys see more penis's than your average doctor and know what they should be looking for and how to resolve problems. Also, they don't get embarrassed where as, in the case of my quack, he uncomfortably chuckled to himself (dickhead)!
If YOU know there's a problem with YOUR foreskin, then you should really see a specialist and they'll be able to tell you how to resolve it (i.e what type of circ you need etc.)
