Partial phimosis?

Hi, I'm 27 and around 4 years of age I had a surgery for inghinal hernia and also phimosis.
But I think that phimosis is not completely disapeared, or if it did, the frenulum is too short. The fact is that I can retract the foreskin with difficulty during an erection, and I have a sqeezy feeling. I think that the frenulum is too short.
My question is if the frenulum operation can be done at this age?
