Phimosis or not? That is the Question.

Well, yes, it's "normal" of course. That is to say, it's one option which not all
perfectly functional foreskins will achieve, because "normal" is a wide variety
of situations.

It means exactly that, you can not retract like that. That's what it means, that
and no more. Nothing else, except perhaps that you have a short fraenulum.

Phimosis is inability to achieve stage three as pictured.

I don't see a connection. Circumcision is surgical removal of the foreskin,
performed due to a desire (on someone's part) to remove the foreskin.

Circumcision is perhaps often performed as the "lazy" way to deal with phimosis
on the theory that if the foreskin doesn't work right, then if you remove it all,
it doesn't work at all and that removes the "problem". Rather a curious approach
to a problem really, because there are other approaches, but they take a little
time and personal effort, which is unpopular nowadays.

If you have a short fraenulum, then the next question is whether that is a problem?

Inability to imitate a picture on the internet is not a problem (there are
some really wild pictures out there!). If on the other hand, you are experiencing some
discomfort from a tight fraenulum, then options include accepting it, stretching it
and having it cut, presumably by a doctor (though it is possible to perform oneself
if you happen to posses a good artery forcep or two).

Perhaps you might explain (using those "stages" for reference) just what it is
that is happening to you, or which previous "John" you are?
