Frenular cyst

For a while I've had a cyst on my frenular (I'm circumsized). I was not bothered by it as rubbing it extended an erection. One day, it disappeared, which didn't worry me either. It has since "refilled" itself and now I find that by squeezing the cyst, it empties a milky tan coloured thick liquid. After a while (sometimes days sometimes hours) it is filled again. Again, as this does not hurt or cause any complications with any penile activities, I am not worried. However: what is this "cyst"? Any ideas?
