No, it was not a circumcision, maybe just a small cut on the phimotic ring. I was just 4 years old, at that time I didn't understood too much. I just know from my parents that during the hernia surgery, I was "cut" also for phimosis.
But my foreskin is "complete" and normal, so no circumcision...
My guess is that at that age, the phimosis was so obvious, that the doctor cut the ring for that situation. As I grew up, the pennis development passed the diameter alowed by the foreskin.
When I have a slight or partial erection, I can retract fully and without pain, the only problem is that if the foreskin is fully rolled back, the frenulum pulls the head back too, and the pennis bends.
When I have a full erection, I can retract only to uncover the head. In this situation, I always feel discomfort due to the very fit foreskin, and if I try to retract it just a little bit more, it hurts a bit, and presents that hourglass appearance around the shaft, as is presented in Drawing 1 on page:

Another question: this tight foreskin, can be a reason to finish too early when making sex?
It happend once or twice to me to ejaculate exactly after going in, because that was the moment when the thight vagina of my partner made my foreskin to retract at the maximum. All I could feel in that moment(s) was the squeeze of the foreskin around my pennis and I ejaculated.
