I had the exact same problem once I got rid of my phimosis a couple of months ago. What I did involved three steps and all of them are relatively safe. The first thing I did after I could retract my foreskin was to take a small cup and fill it with relatively warm water, then I would retract my foreskin and place my penis inside. This helped with the sensetivity. After a couple of weeks of doing this, I bought some extra strength Ambesol (the stuff to numb your gums) and I would place it on my head and rub GENTLY. You gotta be careful and make sure your in the bathroom where you can wash your penis because it might burn a little. After a couple of weeks of doing that, I bought Astroglide lubricant and started to masturbate with my foreskin retracted.
