Tiny white spots on glans

I have only been retracting my foreskin fully for about 3 months now, and only do so to wash. Retracting the foreskin is rather uncomfortable due to a short frenulum, and my glans is VERY sensitive.

My problem is that I have small tiny white (or slightly off-white) spots near and around the rim of my glans. These are in small patches, and tend to turn rather damp and sticky. These speckles cause absolutely no pain or itching, but they are obviously unsightly and unwanted.

What is this condition? and how can I get rid of it?

Also, what should I do not make foreskin retraction more comfortable?
I am a virgin, but I imagine that foreskin retraction is crucial for penetrative sex??
