To sum up about non retractable foreskin

Hello,
I have posted some messages and have got replyes.
But now I need a short answer on my questions.

When I try to retract my foreskin it goes till the end of glance, it stops going down as the frenulum is not letting it to go.

This is not normal as I understood from previous posts. The problem is solved with stretching or by cutting a frenulum.

I have tryed stretching but the hole in the top of the glance seems to be having some deformations. It is going from the top to the front of the glance, if I will continue stretching in a month I think it will be even difficult to pee.

So the question is: "have I misunderstood something ???"
What you advice me ? to leave everything or let doctor to cut it ?

In case cutting is better, then if someone knows general information about this operation (frenulum cutting).
I mean will the injection will be required ? how much it will be painfull ?
Will it need hospitalization ? etc.
