Betamethasone & Frenulum Breve

Does anyone here have any experience if Betamethasone works on Frenulum Breve if applied only to the Frenulum? I would prefer this than the invasive frenuloplasty which can leave scars. While I do have slight phimosis it's really the Frenulum which is causing problems.
