sensitive foreskin

I have relative phimosis and for the last month i been streching with the help of bethamasone cram. i have aslo been good at exposing my glans to the air and dipping then in a cold cup of water so they become less sensitive. My galns seem to be doing better, but my inner foreskin continues to be painfuil when i retracted it and slightly touch it. I am not sure if i have BXO because i don't display white patches on my glans but i do believe i have some whitish spots on my forskin. In any case i do beleive i have some form of scaring disease. can any one help with some info.
